La ley org\u00e1nica municipal es la ley fundamental de esas divisiones administrativas debido a que establece los principios que gobiernan su sistema.<\/p>\n<p>La ley n\u00famero 3.966 Org\u00e1nica Municipal del a\u00f1o 2.010, establece que el municipio es la comunidad de vecinos con gobierno y territorio propios, que tiene por objeto el desarrollo de los intereses locales.
